When doing player valuation for these categories, do the IP need to be considered to compare the impact of one player vs. the next. Does a K/9 of 10 have a greater impact for a team if it is over 200 innings vs 70 innings; or should it be treated like a counting stat for valuation purposes?

Yes, innings matter. It's not perfect, but I use
((Player ratio) - (baseline ratio)) X IP

There's only one way -- 9 x K / IP
