Pitching Help... who do I drop

On my list to cut are Cook, Garland, Pavano, Penny, and Pelfrey. They've all been pretty bad and I'm in need of help everywhere for a 15 team 5x5. Which one should I drop for another pitcher?

garland would be on the top of my list. he has always been hittable but in the past at least he played on some decent teams. he doesn't even have that going for him anymore.
