Hayden Penn - quality End Gamer?

It's looking like Hayden Penn might break camp with a spot in the Orioles rotation. He isnt listed in the Pitcher's Profile worksheet to this point so he might have fallen off of everyone's radar. His 2005/2006 seasons in AA/AAA were top notch. K/9 ~ 9.2, K/BB ~ 3, WHIP ~ 1.20. Pretty strong #'s. Then he gets hurt in 2007 and pitches about 100 innings in 2008.
Any reason to think that Penn gets back on track and becomes a legitimate end game $1 pick? Thanx
