Drafting Minor league roster

So what about Minor league players or College or international players or even High school players for the minor league potion of drafting in a dynasty league? I have five spots to fill at the end of my draft and these players acn remain on my team forever at no cost against my cap.

So do people usually try to hit it big with players who may be stars a few years from now? Is Steven Strasburgh an obvious guy I should take if I can?

Who are the other players I should take if I can for this portion of my draft?

What is your lineup and how many teams? If your stacked somewhere, I'd hate to suggest someone there.
With 5 roster slots, I'm not sure there are many high school or college kids I would take...outside of the Strasburg types.
