pitching advice and translating to pitcher CVRC

Background first-
12 tm, HTH: 5x5: R, HR, RBI, SB, OBP and QS, K, S, WHIP, ERA.
C, 1B, 2B, 3B, SS, OF, OF, OF, UT, UT and 5 SP, 3 RP. 7 bench, 3 DL and daily transactions.
Our league was very split down the middle as some owners understand the benefits of streaming, while others would argue it is counting cards....
So myself and the two other co-commissioners decided to implement an allowed 8 MAX pitcher STARTS weekly which was pretty awesome but pretty time consuming. In the HTH format, each owner would basically throw there best 6-7 pitchers each week up against there opponent and letting the dust settle. Now there is no longer seen a team win with 127.1 innings in a week vs someone with 58 innings....
So, could I translate this to the pitcher CVRC?
Also, I'm assuming k/9 is very important since you can't win K's just throwing out more pitchers, but I'm really looking to get some unbiased opinions on strategy for pitching in this format for when the draft comes. So please comment or provide any thoughts/angles/advice/suggestions/improvements to this format.
