Number of starters in a 12 team AL or NL with 9 pitchers

If I am not mistaken Todd has recommended 7 starters in 15 team mixed and 10 team single leagues. Same advice for 12 team single leagues?

There's no set number. It's about team construct and if going for win and whiffs is better or if aiming for better ratios is better. Before long it will be dictated by injuries either way.
